Born Boyertown, PA, 28 June 1891. U.S. Military Academy 1914. Military aviator 1916. Commander U.S. aviation training in France 1917-18. Combat pilot, 3 victories. Pilot in command of 'Question Mark' which established world endurance record, 1929. As Commander Eighth Air Force and U.S. Strategic Air Forces in Europe during WWII, developed and led the air campaign of continuous precision bombing which assured Allied victory. Champion of independent U.S. air power.

First Chief of Staff, U.S. Air Force, 1947-48. Died 14 July 1974.

Elected to the International Aerospace Hall of Fame 1977
